Urgent flood response information 3

 

Dear Neighbours, 

With every passing day, the number of residents who report damage to their homes from flooding has increased. At this point, we have over 5500 flooded homes in the west end, most in College Ward.

This week, my colleagues Councillors Kavanagh, Devine, and I will bring your plight to City Council’s attention and ask for help, as well as calling for a review of what happened, why, and what we need to do in the future.

My team and I continue to receive many, many emails from you. Frankly, we’re a little overwhelmed so our responses might seem slow. We’re doing our best and will get back to you when we can.

Thank you, College Ward. This is turning out to be one of the worst emergencies in the city’s history but I am encouraged by how well you are treating each other, and the support from so many of you for your neighbours.

Update from Public Library on Carlingwood and Nepean Centrepointe branch closures

Thank you for the messages of support and concern we have received.  The response from the community has been a reminder of how much these branches mean to residents and the important role Ottawa Public Library (OPL) plays in the communities we serve. 

Both branches experienced water infiltration and sustained damage to flooring, furnishings, fixtures, equipment, and other building materials and systems. Our teams continue to work closely with the City of Ottawa to assess the damage, determine restoration requirements, and plan next steps.   

Initial assessments indicate that the damage was limited to the basement and first-floor areas of the branches, where the children's collections are located.  These areas contain approximately 25,000 items at Carlingwood and 40,000 items at Nepean Centrepointe. We are hopeful that any damage to the collection is limited primarily to items on the lower shelves. Assessments of the collections are ongoing. 

We expect to have a better understanding of restoration timelines by the end of July and will share further updates as more information becomes available. 

In the meantime, both branches remain closed until further notice.  We are continuing to support clients by maintaining access to OPL services through other locations and digital resources, while exploring alternative service options during the closures. 

Thank you again for your support and for helping share updates with residents in your communities.  We will continue to keep you informed as the situation progresses. 

Returns and holds: 

Please do not return library materials to the Nepean Centrepointe or Carlingwood branches. You may keep your items for now or return them to another OPL branch.  If you have borrowed a musical instrument from Nepean Centrepointe, please enjoy your experience a little while longer. 

If you have a hold currently waiting for pickup at either branch, please continue to wait for further information.  Holds will remain in place, and pickup deadlines will be extended once employees are able to safely access the buildings. 

If you have future holds, we encourage you to change your pickup location through your online account or by contacting us through our Contact Us page.  

If your hold is time-sensitive or you have questions about your account, please call InfoService at 613-580-2940 and we will be happy to help. 

Other nearby branches: 

While the Nepean Centrepointe and Carlingwood branches remain 
closed, residents are welcome to visit nearby OPL locations, including Centennial or Emerald Plaza, or any other branch that is convenient for them.  OPL’s digital collections and online resources also remain available 24/7. 

As part of the Library’s recovery planning, staff are exploring alternative ways to continue serving these communities while the branches remain closed. 

OPL expects to share more information by the end of July. 


Garbage pickup in College Ward

The collectors have been hard at work passing through communities several times to collect garbage on the curb. More passes are being coordinated on an ongoing basis, and it is encouraged to continue putting waste at the curb as you are able. Residents affected by the heavy rainfall on July 1 can put out storm-related waste without following the standard three-item limit. Depending on resources, storm-related materials will either be collected during regular weekly garbage pickup or as a separate storm-dedicated collection. As a result, residents are asked to leave all waste at the curb and to not make additional service requests if waste is left behind, as it will be collected at a later date.

I am aware that regular collection for College Ward is this upcoming week. What this means is that you will see the regular collectors picking up 3 items. Don’t panic! The regular collection beat has been established based on collecting 3 items.  If they are collecting more items, it causes a delay on completion of the daily run in turn not meeting service. Special collection continues as separate runs and another run will be by for it.

I know this isn’t exactly as we understood things at the beginning of the emergency, but back then, I don’t think it was understood the volume of what people were losing from their homes. The City has added a lot of capacity on these special collections so those will continue through next week. I continue to talk to the Manager of Solid Waste to get what we need.

Once materials are a little more in hand, these special collections will be stood down and residents will be able to call 311 for special pickup. We aren’t there yet! Don’t worry. I am just trying to extend out some understanding of how it will evolve over time. I know many residents are getting different information on what to do with the stuff in their homes and we are trying to make sure everyone has options.

Dear Neighbours, 

I have spoken with many, many of you over the past 3 weeks. I have heard how devastated you are from flooding. How many treasured family heirlooms have been lost, how much money you’ll spend cleaning up and rebuilding, and how frustrated you are with insurance companies, contractors, and the City.

I have shared quite a lot of information about the City’s flood response in my recent newsletter updates and I won’t repeat it all here. You can find all those updates on my website.

It will take many months to recover from this event, and many more to fully understand the role that the City’s infrastructure may have played in flooding. We do know that we received an unprecedented level of rain in the west end – far more than other parts of the city – and that the accumulation of rain in a very short period of time led to creeks overflowing, sewers and storm sewers backing up, and water flooding across properties and into homes.

We’ll get to the bottom of this, and we’ll figure out solutions for the future.

J’ai parlé avec beaucoup, beaucoup d’entre vous dans les trois dernières semaines. J’ai appris à quel point vous étiez dévastés par les inondations; combien d’objets de famille précieux ont été perdus, combien d’argent vous devrez dépenser pour nettoyer et reconstruire, et à quel point vous êtes frustrés par les compagnies d’assurance, les entrepreneurs et la Ville.

J’en ai déjà dit beaucoup sur ce que la Ville fait face aux inondations dans mes derniers bulletins d’information, et je ne vais pas tout répéter ici. Vous trouverez toute cette information sur mon site Web.

Il faudra des mois pour se remettre de cette tempête, et bien d’autres encore pour comprendre pleinement le rôle que les infrastructures municipales ont pu jouer dans ces inondations. Nous savons que l’ouest de la ville a enregistré des précipitations d’une ampleur sans précédent – bien supérieures à celles observées dans les autres quartiers – et que cette accumulation de pluie en très peu de temps a provoqué le débordement des ruisseaux, le refoulement des égouts et des égouts pluviaux et l’inondation de propriétés et d’habitations.

Nous allons aller au fond de cette affaire et trouver des solutions pour l’avenir.

Dear Neighbours, 

With each passing week, we understand more and more the extent of the July 1 flood damage and how many homes and families have been impacted.

While the City is currently saying they've received over 7,000 reports, we know that many people have still not registered their flooding with 311. Consider that 311 call your access code. It opens up services, but also helps us build a case for support from the provincial and federal governments.

So please talk to your neighbours and encourage them to contact 311 if they haven't already done so.

Personally, I'm very concerned with the responses we're seeing from the Province of Ontario so far. Their Disaster Relief Assistance of Ontario program is covering far too small an area and they're being slow to expand it.

And they're saying they only cover "overland flooding" and not "sewage flooding", though in this case the sewage backups were caused by the overland flooding. It makes no sense.

I'm not letting this go. I have daily conversations with the Province, the Mayor's office, and our excellent local MPPs Chandra Pasma and Tyler Watts (both of whom have been incredibly helpful!).

Feel free to contact the Premier's office and let him know that we need better support.

How are you holding up? I know what a long, long ordeal this has been - hauling out your personal belongings for disposal, attempting to dry out and prevent mold, negotiating with insurance and contractors. It's a lot of stress and I hope you're looking after yourselves, too.

Help is available. I've told you that the City is bringing the Canadian Red Cross in to assist residents with navigating the various programs that can help with funding. Below, you'll find more details about the Red Cross and how to access their services.

I've also included information about asbestos, garbage pickup, and other updates.
