Dear Neighbour,

We’ve had a busy summer in College Ward so far. I was excited by the turnout at our Reimagining Robertson Road Walkshop and by the passion of Bells Corners residents and business owners to make this critical corridor a more people-friendly and safer neighbourhood street. You can read more about that below.

And over 100 seniors came to my annual Strawberry Social! You can see some photos from that and from our Pinecrest Stormwater Pond walk below, too.

I’ll be taking some time with my family in August, recharging the batteries as they say, but my staff will continue to respond to inquiries and I’ll be keeping an eye open for any urgent matters that come up.

I hope your summer is going well, and I’m looking forward to seeing you at community events over the next few weeks.

Jusqu’à présent, l’été a été bien rempli au quartier Collège. J’ai été enthousiasmée par l’affluence à notre promenade sur le thème « Réimaginer le chemin Robertson » et par la passion des résidents de Bells Corners et des propriétaires d’entreprises pour faire de ce corridor critique une rue de quartier plus conviviale et plus sûre. Vous trouverez plus de renseignements à ce sujet ci-dessous.

Et plus de 100 personnes âgées sont venues à ma Fête annuelle des fraises! Vous trouverez également ci-dessous quelques photos de cette visite et de notre promenade au bassin de gestion des eaux pluviales du chemin Pinecrest.

Je prendrai un peu de temps avec ma famille en août, pour recharger les batteries comme on dit, mais mon personnel continuera à répondre aux demandes de renseignements et je garderai l’œil ouvert pour toute question urgente qui se présentera.

Reimagining Robertson Road Walkshop

Thank you to all the residents who came and participated in the first event in our Reimagining Robertson Road project, especially with all the rain we had leading up to the event!

The walking workshop or ‘walkshop’ was a 1.5 km walk along Robertson Road, stretching from Old Richmond Road to Moodie Drive. Our goal was to hear from residents about their experiences and feelings traveling on Robertson Road, as well as to discuss the current state of Robertson through multiple lenses and perspectives (i.e. cyclists, pedestrians, seniors, children, etc.).

Residents who participated in the Walkshop filled out a “Rate the Place” scorecard where they ranked various factors impacting the street environment. The feedback from this event will inform the creation of a public survey to further engage with the residents of Bells Corners and to gather diverse perspectives on how Robertson Road could better support our community.

Promenade sur le chemin Robertson

Merci à tous les résidents qui sont venus participer au premier événement de notre projet « Réimaginer le chemin Robertson », surtout après la pluie qui a précédé l’événement!

L’atelier de marche ou « la promenade » consistait en une marche de 1,5 km le long du chemin Robertson, qui s’étend du chemin Old Richmond à la promenade Moodie. Notre objectif était d’entendre les résidents parler de leurs expériences et de leurs sentiments lorsqu’ils se déplacent sur le chemin Robertson, ainsi que de discuter de l’état actuel du chemin à travers plusieurs angles et perspectives (c.-à-d. cyclistes, piétons, personnes âgées, enfants, etc.).

Les résidents qui ont participé à la promenade ont rempli une fiche de pointage « Évaluer l’endroit » où ils ont classé différents facteurs ayant des répercussions sur l’environnement de la rue. Les commentaires recueillis lors de cet événement serviront de base à la création d’un sondage public visant à renforcer le dialogue avec les résidents de Bells Corners et à recueillir divers points de vue sur la manière dont le chemin Robertson pourrait mieux soutenir notre collectivité.

Strawberry Social 2025

We hosted our annual Seniors’ Strawberry Social event at Chartwell Stillwater Creek on Thursday, June 26th. I always look forward to our Strawberry Social – it is always a lovely opportunity to connect with residents of College Ward, as well as to enjoy some sweet treats and live music! It was also great to welcome MPP Tyler Watt to the Seniors’ Strawberry Social – I'm so glad he was able to attend, and to connect with residents, especially when it comes to health-care related concerns impacting them and their loved ones.

There are so many people to thank who supported in making this a great event! A big thank you to Chairman George, who performed a global repertoire of music for our guests at the Strawberry Social! 

I also want to thank all the local businesses and organizations in College Ward who graciously supported our giveaway for this event: East India Company, The Brew Table, OWL Cafe, Whprsnappr Brewing, Denny’s, Around the Block Butcher Shop, and Tammy Laverty Hall.

Finally, I want to give a big thank you to the team at Chartwell Stillwater Creek for always being the best hosts for this event each year!

 

La Fête des fraises 2025

Nous avons organisé notre événement annuel « Fête des fraises » pour les personnes âgées à la maison de retraite Chartwell Stillwater Creek le jeudi 26 juin. J’attends toujours avec impatience notre Fête des fraises. C’est une belle occasion de nouer des liens avec les résidents du quartier Collège, ainsi que de déguster des friandises et d’écouter de la musique en direct! J’ai également été ravie d’accueillir le député Tyler Watt à l’occasion de la Fête des fraises pour les personnes âgées. Je suis très heureuse qu’il ait pu y assister et qu’il ait pu nouer des liens avec les résidents, en particulier en ce qui concerne les problèmes de santé qui les touchent, eux et leurs proches.

Il y a tant de personnes à remercier qui ont contribué à faire de cet événement un grand moment! Un grand merci au président George, qui a interprété un répertoire mondial de musique pour nos invités lors de la Fête des fraises!

Je tiens également à remercier toutes les entreprises et organisations locales du quartier Collège qui ont gracieusement soutenu notre concours pour cet événement : East India Company, The Brew Table, OWL Cafe, Whiprsnapr Brewing, Denny’s, Around the Block Butcher Shop et Tammy Laverty Hall.

Baseline/Greenbank construction to begin in September

The notification points out that construction for the Baseline/Greenbank project will begin in September, with some worksite preparation such as trailer location and surveying happening sooner.

As well, there will be an online public information webinar to discuss traffic management during the project. The proposed date is August 28, 2025 in the evening – we’ll have more information about this, including a Zoom link, as we get closer to the date of the meeting.

You may also notice work along the length of Baseline Road in August. Hydro Ottawa is replacing poles on Baseline Road, Robertson Road, and elsewhere in the City of Ottawa. Hydro’s work on Baseline Road is expected to be completed before the City’s construction work in the intersection begins.

L’avis précise que la construction du projet à l’intersection du chemin Baseline et du chemin Greenbank commencera en septembre, mais que certains travaux de préparation du chantier, tels que l’emplacement des remorques et l’arpentage, auront lieu plus tôt.

Par ailleurs, un webinaire d’information publique en ligne sera organisé pour discuter de la gestion du trafic pendant le projet. La date proposée est le 28 août 2025 au soir. Nous aurons plus de renseignements à ce sujet, y compris un lien Zoom, à l’approche de la date de la réunion.

Vous pourrez également remarquer des travaux le long du chemin Baseline au mois d’août. Pinecrest Stormwater Pond Event

The weather was in our favour on Saturday, July 5th for our guided tour of Pinecrest Stormwater Pond. The tour was led by Darlene Conway (Sr Engineer of Stormwater Management at the City) and Jennifer Lamoureux (Biologist at NCC), sharing about how the stormwater pond was created and the benefits of the pond for the community. Pinecrest Stormwater Pond is a great demonstration of positive collaboration between various levels of government, and having the tour led by Darlene and Jennifer was great in highlighting this!

Thank you to Darlene and Jennifer for leading the tour- I learned so much and hope everyone who came did too! Thank you as well to Rosario and Amanda from the Rideau Valley Conservation Authority for teaching our residents about water collection activities and for providing educational materials on invasive species.

Activités concernant le bassin de gestion des eaux pluviales du chemin Pinecrest

Le temps nous a été favorable le samedi 5 juillet pour notre visite guidée du bassin de gestion des eaux pluviales du chemin Pinecrest. La visite a été menée par Darlene Conway (ingénieure principale de la gestion des eaux pluviales à la Ville) et Jennifer Lamoureux (biologiste à la CCN), qui ont expliqué comment le bassin de gestion des eaux pluviales a été créé et quels sont les avantages du bassin pour la collectivité. Le bassin de gestion des eaux pluviales du chemin Pinecrest est un excellent exemple de collaboration positive entre les différents ordres de gouvernement, et la visite guidée par Darlene et Jennifer a permis de le mettre en évidence!

Merci à Darlene et Jennifer d’avoir dirigé la visite! J’ai tellement appris et j’espère qu’il en a été de même pour tous les participants. Nous remercions également Rosario et Amanda de l’Office de protection de la nature de la vallée Rideau d’avoir enseigné à nos résidents les activités de collecte de l’eau et de leur avoir fourni du matériel éducatif sur les espèces envahissantes.


Transportation Master Plan was adopted by Council

I am very pleased that City Council adopted the new Transportation Master Plan, which will see new active transportation projects and transit priority lanes across College Ward and the city.

Trees: who is responsible?

I often receive questions from residents about trees, on a range of issues, so I thought I would include some information in this month’s newsletter.

Who is responsible for which trees?

If a tree is located inside of the property, it is a private tree. If it is on the City portion of the property, it is a City tree. If you are unsure, you can contact 3-1-1.

The City of Ottawa’s Forestry service is responsible for maintaining all City owned trees including trees in parks, road allowances, and municipal woodlots. You can report an issue with a tree to 3-1-1. 

Other levels of government, such as the NCC, are responsible for their own trees. Dead or hazardous trees on NCC property should be directly reported to them.

Regulations

Before you cut down or prune a tree, it is important to check who owns the tree, and whether a tree removal permit is needed.  The Tree Protection By-Law, effective since January 2021, regulates this.

How can I request a tree?

Ottawa has several tree planting programs, including the Tree Dedication Program, Plant your Place!, Parks and streetscape planting, Schoolyard Tree Planting Grant Program, and Trees in Trust. Find out more! 

Trees and Utilities

Residents are encouraged to help grow our canopy by planting their own trees on their own property.  Before digging, it is important to contact Ontario One Call  to ensure there are no underground utilities.

Hydro Ottawa will trim trees affecting their power lines.  You can find more on how to report this and about planting around power lines on their website.

Les résidents me posent souvent des questions sur les arbres, sur toute une série de sujets. J’ai donc pensé inclure quelques renseignements dans la lettre d’information de ce mois-ci.

Qui est responsable de quels arbres?

Si un arbre est situé à l’intérieur de la propriété, il s’agit d’un arbre privé. S’il se trouve sur la partie de la propriété appartenant à la Ville, il s’agit d’un arbre de la Ville. En cas de doute, vous pouvez composer le 3-1-1.

Les Services forestiers de la Ville d’Ottawa sont responsables de l’entretien de tous les arbres appartenant à la Ville, y compris les arbres situés dans les parcs, les emprises routières et les boisés municipaux. Vous pouvez signaler un problème avec un arbre au 3 - 1-1.

D’autres ordres de gouvernement, comme la Commission de la capitale nationale (CCN), sont responsables de leurs propres arbres. Les arbres morts ou dangereux se trouvant sur la propriété de la CCN doivent être signalés directement à la CCN https://ccn-ncc.gc.ca/demande-evaluation-arbres.

Avant d’abattre ou d’élaguer un arbre, il est important de vérifier à qui appartient l’arbre et si un permis d’abattage est nécessaire. Secondary Plans

I am pleased to share that the Algonquin Station Secondary Plan and the Baseline-Merivale Secondary Plans are off to a good start. On June 25th, many of you attended the information session. Staff have shared the presentation.

This process will take us to the end of 2027, so there is still time to get involved. You can find out more about the Algonquin Station Secondary Plan here: and the Baseline-Merivale Secondary Plan.

Secondary plans guide development in areas that we anticipate seeing significant growth. The goal is to ensure that growth supports our goals like housing, mobility, health, climate, and economic development. A secondary plan may propose changes to allowable building heights, permit or prohibit land uses, identify new connections for pedestrians and cyclists, specify urban design criteria for new buildings, and identify the location of new parks and public spaces.

In this edition, I will be focusing on parking, which is a topic that comes up around every planning file that crosses my desk. We know that adding more cars isn’t working for anyone, it is impossible to get anywhere some days by car, and if we can make it easier for people to use alternate modes of transport, we can all get where we need to be faster.

Dear Neighbours, 

I have spoken with many, many of you over the past 3 weeks. I have heard how devastated you are from flooding. How many treasured family heirlooms have been lost, how much money you’ll spend cleaning up and rebuilding, and how frustrated you are with insurance companies, contractors, and the City.

I have shared quite a lot of information about the City’s flood response in my recent newsletter updates and I won’t repeat it all here. You can find all those updates on my website.

It will take many months to recover from this event, and many more to fully understand the role that the City’s infrastructure may have played in flooding. We do know that we received an unprecedented level of rain in the west end – far more than other parts of the city – and that the accumulation of rain in a very short period of time led to creeks overflowing, sewers and storm sewers backing up, and water flooding across properties and into homes.

We’ll get to the bottom of this, and we’ll figure out solutions for the future.

J’ai parlé avec beaucoup, beaucoup d’entre vous dans les trois dernières semaines. J’ai appris à quel point vous étiez dévastés par les inondations; combien d’objets de famille précieux ont été perdus, combien d’argent vous devrez dépenser pour nettoyer et reconstruire, et à quel point vous êtes frustrés par les compagnies d’assurance, les entrepreneurs et la Ville.

J’en ai déjà dit beaucoup sur ce que la Ville fait face aux inondations dans mes derniers bulletins d’information, et je ne vais pas tout répéter ici. Vous trouverez toute cette information sur mon site Web.

Il faudra des mois pour se remettre de cette tempête, et bien d’autres encore pour comprendre pleinement le rôle que les infrastructures municipales ont pu jouer dans ces inondations. Nous savons que l’ouest de la ville a enregistré des précipitations d’une ampleur sans précédent – bien supérieures à celles observées dans les autres quartiers – et que cette accumulation de pluie en très peu de temps a provoqué le débordement des ruisseaux, le refoulement des égouts et des égouts pluviaux et l’inondation de propriétés et d’habitations.

Nous allons aller au fond de cette affaire et trouver des solutions pour l’avenir.

Dear Neighbours, 

With each passing week, we understand more and more the extent of the July 1 flood damage and how many homes and families have been impacted.

While the City is currently saying they've received over 7,000 reports, we know that many people have still not registered their flooding with 311. Consider that 311 call your access code. It opens up services, but also helps us build a case for support from the provincial and federal governments.

So please talk to your neighbours and encourage them to contact 311 if they haven't already done so.

Personally, I'm very concerned with the responses we're seeing from the Province of Ontario so far. Their Disaster Relief Assistance of Ontario program is covering far too small an area and they're being slow to expand it.

And they're saying they only cover "overland flooding" and not "sewage flooding", though in this case the sewage backups were caused by the overland flooding. It makes no sense.

I'm not letting this go. I have daily conversations with the Province, the Mayor's office, and our excellent local MPPs Chandra Pasma and Tyler Watts (both of whom have been incredibly helpful!).

Feel free to contact the Premier's office and let him know that we need better support.

How are you holding up? I know what a long, long ordeal this has been - hauling out your personal belongings for disposal, attempting to dry out and prevent mold, negotiating with insurance and contractors. It's a lot of stress and I hope you're looking after yourselves, too.

Help is available. I've told you that the City is bringing the Canadian Red Cross in to assist residents with navigating the various programs that can help with funding. Below, you'll find more details about the Red Cross and how to access their services.

I've also included information about asbestos, garbage pickup, and other updates.

As always, please share these notes with neighbours, friends, and family who might be able to use the info.
